Poll pretty much explains it all...How important is running At Any Cost for Lion Military right now. I've been running 3 in my deck but I was considering taking it out for something a bit more pro-active.
I think having more pro-active actions might be better especially since early-mid game I often just don't have the gold to afford it. Venerable Master, Traveling Peddler, Chugo Seido, The Seekers Temple, and Ageless Shrine all end up getting used for gold or another purpose leaving me with very little with which to buy personalities back. It often comes down to buying a personality in battle or buying one out of my province.
I loved Will back in CE but we don't have a Matsu Kasei/Akodo Senzo/etc that are really important to the deck's performance. The only two people I would really want to buy back are Dairuko/Kobi. Everyone else is pretty much expendable as many of the actions I run are generic and don't require anyone specific.
I am going to do some testing without it and see how things fly but I wanted your opinions!

It depends very strongly on your deck and your environment. If you run a negation, redirect, protection heavy deck (paragon with multiple attachments), then it might not be quite as useful. If you are running a deck full of naked folks with battle actions (as I tend to do), then it's pretty important.
At best, you are undoing your opponent's efforts to deny your printed actions. At worst, it's a potentially unopposed force bonus. It's hard to find a deck that DOESN'T run kill, right now. There is a good reason for this. It's hard to run a deck with no kill actions that is still competitive in an opposed midgame battle. That is unfortunately the worst part about the card: If you have no dead people (winning), it's a dead card.
However, you have a distinct point. Our printed actions right now are not generally game-swinging as an overall trend.

I understand everyone runs kill...and bringing someone back can swing a battle. My issue is having the gold available when you need it. As opposed to having another Battle Strategy that doesn't cost gold and can swing a battle where you can't afford At Any Cost. Nvm when you have mutiple At Any Cost in hand and nowhere close to the gold you need to buy that many people.

It's a hard card to use defensively. It's very easy to use it offensively.

The card opens up to many ways to take provinces and for extra force plus action.
Card is too strong to be neglected.

first, is not worth it to use it opposed only be cause of TEMPO !!! second, now days (in military decks) is hard to see someone days soon, almos all military decks use A brave new world, so you not gone have opposed battle soon and guys dies in almost all cases in battles, and if you are opposed read the first considerations. third and the last but not less important, fate slot !!! the card dont kill/bow/send home/buy cards/etc... it does nothing !!! not very good to draw it in battle, not very good to have it in battle and you are buy a guy in the attack phase and you dont know if he is gone be alive for the other turn where you could be attacked and you got no defense !!!
