Hi guys
I have a question concerning akodo shigo battle action: Fear Battle: Give -3F to the Personality and each Follower in a target enemy unit. Give Shigo +2F.
My question is simple, can I use his ability without using the first part of the sentence?, for example sending him alone in a province, target nothing and get the 2F bonus?

Since it actually targets an enemy unit, it can't function without that enemy unit. You are required to have a target for the effect so that you can use an ability.

Optional targeting is described either by “may target” wording, or by a choice between the targeting and something else, such as “lose 2 Honor or target a Personality you control.”
Targeting of a variable number of things is also optional when you can choose to target zero things. Example: "Target up to three Personalities" is optional targeting, because you can choose to target zero Personalities.
EXCEPTION: Targeting that is part of a delayed effect (for example, “before the battle resolves, bow a target Personality”) is not required.

even if its not in the costs? cause ppl told me that outside the cost section of a battle, if the effects dont apply, you just skip them.

Mandatory targeting is the one thing that constrains when you can play an action outside of them constraints block. Yeah, it's a little awkward.

i posted the exact wording from the wiki (the official rules): Quote: An action’s required targets consist of anything that is targeted by the player taking the action in the action's constraints or effects, using the word “target” or “targets,” unless the targeting is explicitly described as optional. bolding added for emphasis what you were probably told was someone misunderstanding the rules. any targeting in the effects is required (unless explicitly optional e.g. "may") but you are not required to have the effects succeed. for example if a card says "bow your target personality: bow target opposing card gain 1 honor" you MUST target your own person and an opposing card. the person you target for the cost (constrains before the ":") MUST bow for the effects to happen, however the card you targeted for the effects does not HAVE to bow (for example, you could still target a bowed card, or a card that can't bow). then regardless of if the card bowed you'd still gain the 1 honor. (also just as an fyi, i'm not sure if everyone knows this but the rules wiki is the official rules. so if you have a question say, when you're at your local game store and you have access to a computer or a smart phone you can look up rules there then if there's still a question you can ask a question on a forum)

ok thx a lot, a i have some other questions to be sure, cause I just restarted l5r and im going to the montreal solving riddle winners choice tournament, so i have to know clearly the rules! i will chekc out that website.
