Well, I think that this refers to the beings of the Celestial Heavens, not the Clans specifically. The Lion are oathsworn to defend the Emperor of Rokugan and his line to the death of our entire Clan, so I highly, highly doubt that the Lion are taking a passive, observational position in terms of the Iweko Imperial line. The quote says, to me, that the Divine Heavens themselves are taking a more passive, observatoinal position on Iweko's line; that the prospect of direct Celestial intervention in the moral realm is greatly reduced. While I could be wrong on this in some way, I'm almost completely sure this quote does not reference the Lion Clan, at all.
