Does the strategy like Obfuscation have to say specifically that it can target out of the current battlefield, or can I toss Rekai's Yumi to Hagio EXP while he's at home, then take the extra battle action to not only move him in, but RA 4 to the face as well?

Obfuscation:

Battle: Attach a target attachment from your hand or discard pile to your target personality. You may take an additional action to use one of the attachment's base abilities.

Rekai's Yumi:

Weapon Unique

Battle: If any enemy units are at the current battlefield, bow this card: Move this personality there. If he moved, Ranged 4 Attack.

I'm pretty sure that Obfuscation can't target a personality at home, but on the off chance that I'm wrong, I certainly hope I'm wrong at least, so I figured I'd ask.

Mulligan-Cut Taijutsu: A single cut of a target opponent's deck that renders the next four to eight cards drawn or revealed unplayable in the current situation. The target is forced to mulligan, if possible.

Reaction: When another player's shuffling causes Tumbu to cut a Dynasty Deck, he executes Mulligan-Cut Taijutsu.

nothing here says it can target a card outside the current battlefield thus it cannot attach to someone outside the current battlefield. the additional action is not part of the first action, so none of it's effects allow you to ignore any rules for the original action.
