Without Forgotten Legacy (which I don't see a single card from) this will be pretty tough.
Attachments. Play 2-3x Low Market. Play only 2G attachments (War Fan, Flesh Cutter, Veteran Skirmisher, Gozu's Guide?, Ashigaru Guard). Drop all the other attachments (even the Clan Sword).
Recons. Since you don't have 3x Scouting the Pass, I guess 1 will have to do. Drop Torch Flame Flickers and just play a straighten action if you have to. I'd play Burn the Towers and go for a blitz plan.
Terrain. I'd drop them all and play Ancient Feud. If you switched to the Marshaling Fields, I'd run Extended Maneuvers/Thick Marsh/Ancient Feud/Heart of Rokugan/(maybe Flooded Pass). But I don't think that's a good idea without the powerful terrains from Forgotten Legacy.
Actions. Drop Spirit of the Scout (you have enough RAs from your dudes + Brothers in Battle). Play Sniping (to help kill big units). Play some eject actions like Advanced Warning and Back to the Front. Play some more Samurai Specific bow/send home actions if necessary. Maybe play Fall back as additional straighten/ejection strategies.
Dynasty. Drop Public Records/Prosperous Village/Akodo's Grave (your stronghold blocks them from playing terrain and you have dudes that blow up terrains). Play Copper Mine/Remote Village/Archery Range/Small Farm and plan to buy a cheap dude and a holding on T1 and hope to flip a Region to help accelerate an attachment into play.
Play Ikoma Shika inexperienced. 2/2 for 2G is really good.
Game plan is buy 1-2 guys on T1 and hopefully flip a region in the first two turns. You attach a free attachment, swing, reduce their PS with Burn the Tower (if necessary).
Good luck. I avoided as many promo/rare cards as I could. Hopefully the suggestions aren't hard to come by.

thanks for the intel, i actually have forgotten legacy in the mail, and if i remember right tsukasa was FL, borrowed from a friend. also i find great use out of prosperous village, yes i cant bring it out first turn, but i get it out free within a few turns. as for recons i get great use of torch flame flickers because in my game group, almost everyone trys to bow. duelist, kitsune, ninja. as for dynasty and attachments thanks for the heads up, i will be making those switches to help this build. thank you for your input

Against good decks the game will be essentially over by the time you can buy Prosperous Village for one holding. pull them and add one more Archery Range, Akodo's Grave and some meta holding (if you can switch the attachments around so its mostly followers or items then Temples of Gisei Toshi would be good.)

What does he need Akodo's Grave for? His opponent can't play terrains against him except for Ancient Feud (which still leaves a terrain in play for his actions).
With Forgotten Legacy in the mail, you do get Tsukasa with his kung-fu sneakers. Ageless Shrine also becomes a decent dynasty holding since it can pay for Qaylar and Pride by itself.
The fate side opens up Heart of Darkness (amazing), Seeking the Truth (amazing), Sundering Strike (amazing), and A Game of Dice (good).
With Forgotten Legacy, I would advise trying a few games with The Marshaling Field and swapping in Extended Maneuvers/Heart of Darkness/Heart of Rokugan/Thick Marsh. If you don't like it, then switch back.

thanks for those tips, i swapped a lot of cards out, probably will edit the list soon. and from what ive seen and tested, the idea of lion scouts is that the deck explodes with effectiveness once a terrain enters play. So with that in mind i build the deck with a focus on attacking a province, starting with a terrain and one swapping out when i need an ability. with MF you need a lot of terrains in your fate deck just to be effective, which you dont always get.
