True about the average Force of our Shugeja being low. However, you're right, Akai has 3, which is much better than 0. However, remember, that our newest Shugenja, Miro, has 3 as well, and that Tamasine has 2. However, those Shugenja are the most likely to have bowed during the battle, so I suppose those don't really count for much. *shrug*
