I was in a game with my friend a while back and in the game i had played a White Shore Plains. and before it resolved it went off on the 5 tacticians that didn't use their tactical advantage. my question is does the tactical reaction on it trigger the EVD reaction as well as Akodo Kobi's trait?

A tactical reaction is a tactical action so one of them will trigger EVD and all of them trigger Kobi's trait.

BTW there is a dedicated rues question on the Alderac forum where you can get official answers to rules questions like this.
