Found here at boardgamegeeks. Looks nice, Tac action basically on a 3 gold follower.

What a terrible card. I'm not so attached to the tactician force pump that I would want to run a follower with it. I'm not drowning in card draw.

There isn't, until your card draw only draws you card draw. But I don't have that card draw. :P

The option to run our non-tac personalities with relevant actions then adding this follower to threaten province breaking force while providing attachment protection without greatly sacrificing tempo or gold production may have you reconsidering this card. Is a 7F attacking, non-naked Fumiyo/Nishijo unit that can "tac" to 11F really so unattractive? ;)

this card: http://l5rsearch.com/db/search.cgi?cmd= ... rd_id=8965 is basically purely a better card. it has exactly the same stat line, has cavalry and allows the personality to use cards that key off the tactician trait AND when you discard the card for force, it actually triggers CC's reaction (in addition to actually letting you use outsider keep's tactician reaction).

the reason to point out that card is that nobody plays it. just saying.
